WireGuard and IPsec use UDP. A TCP port check cannot prove they are connected. A real handshake test requires the Android protocol core.

New endpoint

Add VLESS or VMess URLs; country comes from the selected server. Secrets stay in the staff API.

QoS thresholds (Mbps per connection, both directions)

Policy only; tunnel speed enforcement awaits BUB Panel API integration.
